It started to serve under the name of Beyoğlu Hospital on February 14, 1971. The hospital whose name was changed as Okmeydanı Training and Research Hospital was named for Prof. Dr. Cemil Taşçıoğlu who cared the first cases of the epidemic and lost his life due to the COVID-19 disease.

The Okmeydanı Training and Research Hospital renovation project, the first phase (800 beds) was started at the end of 2013. The first phase of the project that was planned to be completed in two phases without interrupting the operation of the hospital was opened on March 30, 2020. The new hospital in which it is aimed to treat 1,5 million outpatients and 50,000 inpatients per year has clinics in 33 different branches and intensive care units in 8 different branches.

The hospital was constructed with seismic isolation technique and smart building technology. The building with more than 300 seismic isolators will absorb about 90 percent of the load at the time of earthquake and thus provide uninterrupted service during and after an earthquake. It is also an important and valuable project since it is a green public hospital with Leed Gold (Green Building) Certificate. In this project whose every detail was designed carefully, the highest priority is human health and the primary goal is energy and water efficiency.

In this project where reconstruction works were undertaken by Istanbul Governorship, Istanbul Project Coordination Unit and Yüksel Project Consultancy and the main contractor was Taşyapı, the building security works were performed by Ateksis.


In the first phase consisting of five blocks, there is about 10000 fire detection points. In this project where alarm detection and subsequent measures are critically important, appropriate detection equipment were selected for each location according to the conditions. Expandable modular Siemens Cerbeus series fire panels were commissioned for flexible operation so that they can be controlled and managed via the software. The relevant evacuation scenario, and the status and locations of the electromechanical equipment based on this scenario were examined in line with the consultant's opinions, and the field applications were completed. 

Toxic gases caused by the simultaneous operation of many vehicles simultaneously in parking garages may exceed the maximum limit values. Carbon monoxide (CO) is a colorless, odorless, tasteless gas that cannot be seen or detected by other sense organs, and is highly toxic to humans and animals. It is essential to detect and discharge the gas before it reaches the limit values in these areas. Detectors and system centers used to detect the gas run in integrated with the building fire detection system.

The public address system, that was designed so that emergency messages and live announcements can be transmitted throughout the building and in specific regions, was installed with the Bosch Praesideo series products including approximately 2500 loudspeakers and call stations. The system was established with the infrastructure that will allow for different announcements to be made simultaneously in more than one region according to the scenarios in case of possible alarm situations.  Thus, the process management is supported with independent measures in different regions, which allows for the action plan to be controlled at the highest level.

To ensure safety of life and property in and around the building, images taken by Bosch cameras from over 700 points were monitored and recorded 7/24. With user-friendly interface and video analysis capability, this system is of great importance for both the general security monitoring and the detection of alarm or disaster situations.

The controlled access system established with over 100 card readers prevented patients from entering to unauthorized areas and provided ease of circulation for the hospital staff. Siemens Sipass card access system runs in integrated with other systems in the building and provides a flexible and safe access control. A high level of security was provided with these doors, which can be locked from the system center in necessary cases involving the building security, or can be completely released through the system center in case of alarms.

In this project focusing on building safety as well as comfort, IPTV and central time systems were installed within the scope. Alcad IPTV system capable of providing service to over 1000 users was delivered to be ready for central use. The central time system was designed with about 500 analog and digital Bodet IP clocks connected to the building data network. All the clocks can be managed from a single point simultaneously and time data can be accessed from every point of the hospital.

The system centers and all end equipment were designed and commissioned in accordance with the relevant regulations and standards.
